My friend calls these clear bits as "Maria's pretzels" because they look like little loops of molten glass when I make them. Traditionally, these sort of textured bumps are created with a metal stamp called a prunt. Prunts were used decoratively as well as providing an anti-slip function to glassware. If you look at Dutch still life paintings, you can find roemer glasses with prunts. I guess when you have greasy meat hands, prunts are very useful.
